Regulations on rendering medical care to the health care institution “3rd Central District Clinic Polyclinic of the Oktyabrsky District of Minsk”

  1. General provisions.

This regulation establishes mandatory requirements to ensure the required level of quality and accessibility of health care in general, and at every stage of its provision.

Primary health care is carried out on a territorial basis directly to the health facility or at home. According to the territorial principle of service, the population residing in the territory of the service clinics, for medical treatment reserved for therapists district (general practitioner).

The procedure for providing medical aid to the citizens of the Republic of Belarus outside their place of residence (stay) is determined by the Republic of Belarus Ministry of Health Decree of 22.12.2008 №229 «On approval of the instructions on the procedure for providing medical aid to citizens of the Republic of Belarus outside their place of residence (stay) and Invalidation force of the decision of the Ministry of health of Belarus from 10.06.200 № 29 ".

Medical care in outpatient clinics is in accordance with clinical protocols approved by the Ministry of Health of Belarus.

Guaranteed amount and types of free medical care provided to the public in accordance with the territorial program of state guarantees to provide healthcare.

Paid medical services and voluntary health insurance provided by the institution of Health in the framework of agreements with the citizens or organizations for the provision of medical services in excess of the guaranteed volume of free medical care.

  1. The procedure for informing patients.

  1. Documents required to obtain medical care.

  1. Routine outpatient care is provided with the following conditions:

- residence in the service clinics;

- vomiting;

- suicidal behavior;

- acute alcohol intoxication;

- acute urinary retention;

- other state of the disease, poisoning and injuries requiring emergency assistance and advice of a doctor.

  1. Organization of clinical examination.

- respectful and humane treatment by health workers;

- receiving in an accessible form of information about the state of their health, the methods used to care, as well as the skill of the attending physician, other health care providers directly involved in medical attention;

- the choice of the persons who may be reported on the state of his health;

- Transfer to another doctor with the permission of the head Health Organization (head of structural division);

- the refusal of medical care (the patient is made in the presence of health workers in writing), including medical intervention, except for cases stipulated by legislative acts;
